To: Mr. Ambassador, Representative of Qatar to the United Nations
From: Egypt's Technocrats Party, the Egyptian opposition party under formation regarding: the agreement with Egypt regarding Egyptian public property or unconstitutional loans.
Peace and mercy of God
We are Technocrats of Egypt, an Egyptian opposition party under formation. And we, as Egyptian citizens, realize that the Egyptian regime and you are in negotiations to transfer our public property or borrow in violation of the provisions of the Egyptian constitution.
We are writing this warning letter to call on you to stop these negotiations, which enable and encourage the Egyptian regime to continue its flagrant violation of the Egyptian constitution and its corrupt practices. In the event that you continue to negotiate on our public property or borrow in violation of the Egyptian constitution, your agreement will be null and void for the following:
“Based on the provisions of the Egyptian constitution that governs the relationship between the government and the people, the current Egyptian regime has not protected the public property of its citizens by using public assets as a mortgage for its debts without a referendum and the approval of its citizens.”
First illegal action:
The current Egyptian regime illegally uses the public property of the citizens of Egypt to cover its debts, which the Egyptian people do not know how to spend (therefore, the Egyptian people will not pay the debts of the current regime).
According to the Egyptian constitution, Article 34: “Public property is inviolable and may not be infringed upon. It is the duty of every citizen to protect it according to the law.”
As stated in the Egyptian Constitution, Article 157: The President of the Republic may call for a referendum on issues related to the supreme interests of the country, in a manner that does not contradict the provisions of the Constitution. If the call for a referendum concerns more than one issue, the people must vote on each issue separately.
And Article 127 of the Egyptian constitution also stated, “The executive authority may not borrow, obtain financing, or be associated with a project that is not included in the approved general budget that entails spending sums from the state’s public treasury for a future period, except after the approval of the House of Representatives.”
And based on the provisions of the Egyptian constitution that governs the relationship between the government and the people, the current Egyptian regime did not protect the public property of its citizens by using public assets as a mortgage for its debts without a referendum and the approval of its citizens. He also engages in the process of borrowing in violation of the provisions of the constitution, and accordingly, the Egyptian regime has violated its constitution by mortgaging public property to secure its debts.
Second illegal action:
According to the International Journal of the Social Sciences and Humanities, Vol. 3, Issue 1, January 2013, “Money laundering has been expanded by government regulators, to include any financial transaction that produces assets for an illegal business. In a simple sense, money laundering refers to illegal or dirty money being put into a cycle of transactions or purging, So that it comes out on the other end as legal or clean money."
The Egyptian regime has introduced illegal takeover of the Egyptian financial system through the creation of the Sovereign Wealth Fund and illegally transferred all public property, private property and Egypt's assets into this account.
Based on the above-mentioned violations, the Egyptian regime's act is considered a money laundering crime.
We, the technocratic party of Egypt under establishment, advise you that we are in the process of filing a money laundering case against the Egyptian regime and all parties that helped the regime in committing this crime.
Once again, the Egyptian regime has violated the Egyptian constitution, Egyptian civil laws, and international law.
Please note that based on this warning letter, you have certainly learned of the money laundering crime that the Egyptian regime is committing against the public funds of the Egyptian people.
Therefore, we, the technocratic party of Egypt under construction, warn you that all of the Egyptian people will not allow their public property to become a mortgage to the debts of the current regime, and will use all possible rights to protect their property and the assets of their country.
Also, we, the Knocrats of Egypt party under establishment, inform you that we will not allow our public property to become a mortgage for the debts of the current regime, and we will use all possible political and legal rights to protect our property and the assets of our country.
In addition, we, the technocrats of Egypt, advise you, the “Government of the State of Qatar” and other Qatari entities such as the “Qatar Sovereign Fund or any Qatari companies” that you will be jointly and severally responsible for any or all damages and changes that will occur to any or all of our public assets in Egypt.
Moreover, we, the technocratic party of Egypt under construction, remind you that Egypt is a unique country that has a civilization rooted in the depths of human history and the people of Egypt will protect their public property with all possible rights, in accordance with international and local law.
